In a significant stride towards advocating for the Latino community in Pennsylvania, the Pennsylvania Commission on Latino Affairs recently articulated its key objectives during a gathering with local dignitaries in Philadelphia. This initiative marks a crucial phase in the commission's state-wide journey to voice the needs and challenges faced by Latinos, aiming to forge a path towards more inclusive and equitable policies and services.

Founded in 1971, the Pennsylvania Commission on Latino Affairs stands as the nation's oldest entity dedicated to advising the governor on Latino-related issues. The commission has evolved over the decades, reflecting the growing and changing needs of the Latino population. In 2023, under the appointment of Governor Josh Shapiro, the commission embarked on a renewed mission, following extensive deliberations that culminated in the fall with a set of targeted recommendations for policy and legislative enhancements.

Strategic Priorities Unveiled

During the event held at Alma Del Mar Restaurant in South Philadelphia, commission members shared their strategic priorities, which center on three pivotal areas: expanding access to language services, enhancing funding for affordable child care, and ensuring fair housing practices. These priorities emerged from a deep analysis of the hurdles confronting the Latino community, as explained by Olga Negron, the commission's executive director. The commission's proactive approach emphasizes "intentional work" to educate and connect the community with state agencies, ensuring representation and reflection of Latino voices in state government.

Addressing Language Barriers

With 18% of Pennsylvania's adults facing challenges due to insufficient English proficiency, the commission highlighted the acute need for improved language access. Recommendations include standardizing interpretation and translation services across agency locations, both physical and digital, and enhancing the visibility of multilingual signage. Such measures aim to mitigate disparities and foster a more inclusive environment for non-English speakers.

 

Making Child Care More Accessible

Acknowledging the strain on Latino families in securing affordable, quality child care, the commission's recommendations have found resonance in Gov. Shapiro's latest budget proposal. The proposed financial uplift includes significant investments in state reimbursement rates for child care providers, pre-K programs, and the Head Start Supplemental Assistance program, alongside an initiative to increase the minimum wage. These measures are designed to alleviate financial burdens on families and ensure better compensation for child care professionals.

Promoting Fair Housing Practices

The commission also spotlighted the pressing issue of housing inequality, noting the worsening access to affordable housing over recent years. Gov. Shapiro's proposed budget incorporates several of the commission's recommendations, aiming to invest in housing affordability, rehabilitation programs, and support for local governments facing emergency housing situations. These initiatives reflect a concerted effort to address the disparate impact of poor housing conditions on minority communities.

The commission's roadshow, exemplified by its stop in Philadelphia, is more than a series of presentations. It is a call to action for community leaders, policymakers, and the broader public to engage in a collaborative effort towards meaningful change.
